GENERAL COMMENT:
This contract is for the US Army Corps of Engineer's (COE) staff to provide specific data and information and needed details related to the water supply to Tetra Tech KCM, the design engineer contracted by Bonneville Power Administration through the Colville Confederated Tribes. COE is also being requested to participate on an advisory steering and design committee.

PURPOSE:  
The purpose of this Statement of Work is to continue the implementation of the 3-Step Planning Process of the Northwest Power & Conservation Council (NPCC) for a Chinook salmon hatchery to supplement populations in the Okanogan and Columbia Rivers per Hatchery and Genetic Management Plans developed by the Colville Confederated Tribes and fishery co-managers.

PROJECT GOAL:
The goal of this project is to develop products and planning documents to be approved through the NPPC Step process.  The specific goal for this contract will be to support completion of requirements as described by the NPPC to complete Step 2. This will be done by providing specific requested support and reviews with TtKCM the contracted design engineer. This involves support needed to refine options and preliminary designs for the water supply for the hatchery facilities at Chief Joseph Dam.  

BACKGROUND:

to the Step 1 Chief Joseph Dam Hatchery Program Master plan submitted to BPA and the NPCC in May of 2004.

LOCATION OF PROJECT:  
The project is located in the Okanogan Sub-basin in the U.S. and Canada, and the mainstem Columbia River upstream from Wells Dam, all in the Columbia Cascade Province.  Project work will be conducted by the Colville Confederated Tribes, fishery co-managers, and consultants in the Province and in private and public offices throughout the region.
